Even in the world of horse racing, California is considered to be a special place, as evidenced by the fact that the state was chosen to host the Breeder’s Cup, perhaps the most prestigious thoroughbred racing event in the world, in 2008.</p>
<p>California’s horse racing industry started in 1933 and was established by the California Legislature’s Horse Racing Act. This racing law stated that horse racing was to be for the “encouragement of agriculture and breeding of horses.” This was also the year that California legalized pari-mutuel betting, ensuring that the state’s coffers would be boosted with money from horse racing bets.</p>
<p>Naturally, the newly minted California Horse Racing Board was soon inundated with applications to build racetracks and hold meets. Most of these requests never got anywhere, and between 1933 and 1937, the only horse racing California meets that actually happened were in Tanforan and Bay Meadows near San Francisco and Santa Anita in the south.</p>
<p>1937 saw the birth of another racetrack and meet series in the Del Mar Turf Club. It also saw the birth of a legend in star performer Seabiscuit at Santa Anita. His impact was tremendous, drawing over 70,000 fans for the 1940 Santa Anita Handicap, and he set the stage for other stars like Native Diver and John Henry. The scene was briefly halted during World War II when parks were used as military sites, but quickly picked up where it had left off.
